Is it because of developers moving to Rust or Go?

I did C++ for 25 years, C for 30, I moved to Rust for my primary language.
EDIT: I don’t think the issue is the C++ devs are running out though, I think their issue is this:
a crypto trading tools developer
Most devs of intellect will avoid things like that like the plague. Their issue is running out of devs that haven’t figured that out yet.

Many C++ developers working in finance or automotive moved to different languages which pay significantly more.
